¡¡¡¡The total investment is 27.575 million USD to establish a production line with the annual capacity of industrial salt of 500 thousand tons and its by-product thenardite of 35 thousand tons.ª¥Set up the main and necessary engineering for the annual output of 500 thousand tons vacuum salt including halide collecting and transporting workshop, halide water purifying workshop, saltpeter workshop, water circulating system, storehouse, thermal power station, general drawing engineering and related public facilities. ª¤
¡¡¡¡Advantage:ª¥
¡¡¡¡Rich mine resource: There are two big salt mines in Lixian County. One is Guanqiao salt mine which is located in Guanqiao village, Yanjing township, Lixian County and is about 24 Km away from the north of the county town. The mine has an east and west width of 2.6Km and a south and north length of 3.1Km and covers an area of about 8 K. According to the exploration during general survey made by No. 403 Team of Hunan Geological Mineral Exploration and Development Bureau, the rock salt reserve volume is 110 million tons, its NaCl content 85.81-96.32£¥ and mineral buried depth 664.46-799.82 m with good closing feature and easy exploration. It belongs to the big rock salt mineral bed. The other is Zengjiahe thenardite rock salt mine (Tanjiapu ) which is located in the center of the Lixian bas in and is 9 km away from the north of the county and covers an area of about 24 K©O. According to the Team 403, the NaCl reserve volume in the rock salt mineral layer can reach 103168 thousand tons, its NaCl content 58-97.85£¥ and the mineral buried depth 187-264 m with good closing feature and easy exploration. The industrial salt can be developed and produced comprehensively. ª¥
¡¡¡¡Traffic: Lixian County has got a very convenient traffic transportation. The Zhicheng-Liuzhou double railways go through the county with a passenger railway station and a freight railway station built here to load or unload the freight of 117 thousand tons per month. ª¥
¡¡¡¡The national highway 207 goes through the factory area and direct to Jingzhou and Yueyang. The provincial highway S302 and S304 go through the county town. There are 7 big or small railway stations for passenger and freight transportation.ª¥The Lishui river flows through the county, and has water navigation capability of 1800-tonnage all the year round, and has Huangshawan wharf and Yanghukou wharf with an annual loading and unloading volume of 1500 thousand tons, and downward into the Yangtze river through Dongting lake. ª¥Lixian County is 80 km away from Changde airport where big passenger airplanes Boeing 737 and 757 can land and take off and there are airlines open to Beijing, Shanghai, Guangzhou, Shenzhen and Haikou. ª¥Lixian county is the main coal production area in Hunan province with rich bituminous coal reserves of over 50 million tons, heating value of about 5500 calories and sulfuric content of about 1£¥. The bituminous coal is mainly distributed at Chifeng, Yangershan, HuoLianpo, Chang Jiayu and Zhongwu and is about 30 km away from the factory area. The annual exploration volume of raw coal reaches 800 thousand tons at present in the county and 200 thousand tons are consumed in the county and the rest is transported to Shanghai, Zhejiang and Hubei provinces.ª¥The Yanzhou hydropower station with the installed capacity of 33 thousand KW is connected to the electric power grid. For the external power supply for the project is the newly-built Leigongmiao power supply station about 7 km away from the factory area and has 10 KV terminal clearance. The thermal power station can set up a specific line of 10kv to connect the grid that can supply maintenance power supply. Near the mine area, there are Quanqian and Zhaojiayu reservoirs and their water quality reaches the state drinking water standard and can sufficiently meet the demand of production and living in the mines. Lixian is located in a sub-tropical monsoon climate zone with four distinctive seasons, mild climate, sufficient sunshine and rain, annual average temperature of about 16.5¡æ, annual average rain precipitation of about 1310 mm and frostfree period of about 270 days. ª¤
¡¡¡¡Preferential Policy:ª¥
¡¡¡¡On November 8,1995, the State Planning Commission and the State Economic and Trade Commission issued ¡°Notice of Improving the Marketing and Price Management Method of Industrial Salt¡± that concretely stipulates the price and marketing of the industrial salt, especially, clearly defines the transportation license and seal of the industrial salt. The Legal System Office of the State Council reaffirmed the lawful position of the document No.1872 issued by the two committees.ª¥After China entered WTO, its salt industry is confronted with the structure adjustment throughout the whole country. The backward small salt-making enterprises of low product quality and grade will be replaced step by step. The advantage resource will be re-assigned according to market rules. The salt-making production devices are developing to the direction of big size and scale. In order to promote industrialization,CPC Lixian County Committee and the People's Government made a decision On Further Development Of Industries and promulgated preferential policies as follows:ª¥
¡¡¡¡The land for running the factory is provided favorably and the license of using the state owned land is arranged. ª¥
¡¡¡¡All the administrative business charges of the enterprise within the county leve right limit is exempted (except for cost). Low charge is collected for three years outside the county level right limit. After the project is put into operation, the charges that should be turned over to several departments is collected by one department and the charges will be later distributed among them.The arbitrary collection of enterprise's charge is prohibited. The enterprise's income tax is completely returned within three years since it is put into production (And so is that of the high-tech enterprise within five years). As to the annual newly-increased value tax of over ¡ç1212 thousand within three years and at the county level, after it is put into production, the finance department will arrange 50£¥ of circulating transit tax and the income tax in the enterprise for development.ª¤
¡¡¡¡Pre-stage Work:
¡¡¡¡A project co-ordination leading group has been set up in Lixian County.Preliminary project site is chosen: Mineral zone in Guanqiao village of Yanjin township and the factory in Wangjia village of FuXinchang township.ª¥The project proposal has been made and the project is under registration. ª¤
¡¡¡¡Market:ª¥
¡¡¡¡International market: Asia is the main salt consumption market in the world. Themain salt import countries and regions are Japan, South Korea, Indonesia, Philippine and Taiwan. It is estimated that its demand of 11 million tons in 1997 will increase up to 15 million tons in 2010 in the import countries and regions with economic development. ª¥
¡¡¡¡Domestic market: The outstanding problem at present in our salt industry is the structure imbalance between supply and demand and the difference between regional production and sales. The demand in Hubei, Guangdong, Guangxi and Fujian is very large. ª¥With the sustainable development of the national economy,the manufacture of caustic soda by means of membrane electrolysis is gradually limited and the ion film method is spread. Owing to the quality problem, the use of sea salt is limited by means of ion film, which enlarges the market space of vacuum salt of high purity.ª¤
¡¡¡¡Benefi t:ª¥
¡¡¡¡The rough calculation shows that, after the project is completed, the normal annual sales income of 16.039 million USD and annual profit of 6.136 million USD can be reached. The investment return period is 3.63 years (excluding construction period). ª¤
