¡¡¡¡Chuanzihe river is in the north of Changde city proper and its total length is 17.3 km.According to the total plan of Changde city,its water system has to be harnessed comprehensively,making sure it will become clear through damming wastewater,cleaning up sludge and diverting water.Along the river sides ranging from 30 to 100 meters,green belt shall be constructed,and other area con be used for resident's building,culture and commerce etc.ª¥

¡¡¡¡The total investment is 121.07 million USD,including 39.95 million USD for cleaning up sludge¡¢damming wastewater and diverting water,and 81.12 million USD for afforestation,river course and scenic spots construction and the land development on its either side.ª¥

¡¡¡¡Environment:Afforestation,water transformation and environmental management are integrated in the project,which will play an important role in improving the ecological environment,beautifying the city and guaranteeing people's health.It is beneficial to the people and encouraged by the government.The scenic belt along  Chuanzihe river system is the most important landscape and green passage.The land on both sides of it is a treasure place for development,where it is beautiful and fresh.ª¥

¡¡¡¡Location:Chuanzihe river is in the city proper and the land along its sides is connected with roads.Especially the idea of taking Chuanzihe as the tie,depending on the mountain and water and creating new tourism spots is determined,Chuanzihe river can be open to navigation and there is transport service along its sides in the future.And it will become a bright spot in Changde city.ª¤

¡¡¡¡Construction:ª¥

¡¡¡¡Damming wastewater:rain water and wastewater will be separated to ensure that wastewater along Chuanzihe river system fully goes to wastewater treatment plant.

Cleaning up sludge:1.66 million £e sludge.ª¥

¡¡¡¡Water diversion:diverting water from Jianhe river into Chuanzihe river to make the stagnant water become flowing water.ª¥

¡¡¡¡Afforestation:30-100 meters wide land along the river is left for afforestation and scenic spot construction.The green land is about 446 hectares (including water surface of 206 hectares).ª¤

¡¡¡¡Market:ª¥

¡¡¡¡The income brought by the comprehensive harnessing of Chuanzihe river is from the tourism,land development and advertisement naming.ª¥

¡¡¡¡333.3 hectares of land is compensated by the government.According to the base price of land grade ¢ò,the sales income of land is 254.24 million USD and its cost is 96.85 million USD (including requisition cost,selling price and VAT).Thus the net income of the land is 157.39 million USD.ª¤

¡¡¡¡Pre-stage work:ª¥

¡¡¡¡Its feasibility report is approved and the detailed control plan of  land along its sides and scenic belt construction are under design.9.40 million USD have been invested by the government to lay drainage pipes about 940 meters and trunk pipes about 700 meters,complete the underground pipes survey and scenic spots construction about 100 thousand £u and partial cleaning-up of sludge.ª¤
