¡¡¡¡Introduction:ª¥
¡¡¡¡Taohuayuan, situated in the northwest of Hunan Province and on the lower reaches of Yuanjiang River, is the prototype of the fairyland depicted in the excellent work entitled ¡°A Portrait Of The Land Of Peach Blossom¡± by Taoyuanmin, a great poet in China's East Jing Dynasty. It is also the true location of the place called ¡°land of happiness¡± by later generations, and has a history of more than 1600 years. The scenic spots are pregnant with values of sightseeing, history, culture and arts. From time immemorial, it has had the fame of the thirty-fifth dwelling of immortals and the forty-sixth blessed spot.ª¥Taohuayuan scenic spots cover a total area of 15755 hectares, among which 1580 hectares are covered by the main body scenic areas, 4435 hectares are water areas of Wuling fishing flat land scenic belt, and 9690 hectares are outside protection areas.

¡¡¡¡The transfer of operational right of the total Taohuayuan Scenic Spot. ¡°separation of rights¡± will be carried out within Taohuayuan scenic areas, with its concrete measures being as follows: Firstly, the ownership of 15755 hectares of Taohuayuan's total planned areas of land, forests and water belongs to the State. Secondly, the administrative power will be assumed by the government's representative office-Taohuayuan Scenic Spots and Historic Sites Administration Division, taking charge of such matters as unifying the management of the main body scenic areas and Linjingtan, Yiwangxi scenic areas on Yuan River scenic belt, and undertaking the administrative work of planning of the scenic areas, social security, commercial and industrial administration, land, forestry and the resettling of farmers. Thirdly, the transfer of operational right of total scenic areas, the entity having won the operational right through public bidding will take the responsibility for its operation, the market, its losses and profits and paying taxes in accordance with law. On the condition of strictly abiding by ¡°The Overall Planning¡± and well protecting the existing tourism resources, the scenic spots can be developed and operated independently in the light of market mechanism.ª¥Investment: $102.91 million.ª¥Duration of construction: 30 years.ª¤
¡¡¡¡Advantages in resources:
¡¡¡¡the resource body of Taohuayuan scenic spots have large areas, great varieties, and large quantities. The scenic spots are rich in landscapes like mountains, water, ancient gardens, etc. Within the scenic areas, there are rich biological resource species with 446 kinds of xylophyta, 740 kinds of herbs and 225 kinds of animals. There are over 20 places of well-preserved scenic spots and historic sites, 108 pieces of inscribed and engraved stone tablets, 54 horizontal inscribed boards and couplets, 1700 cultural relics, and 40 folklores. There are altogether 95 standard scenic spots. The total scenic areas reflect superb combination of natural landscapes and cultural landscapes, and the well-blending of ancient culture and modern civilization. In accordance with the evaluation of assets of Taohuayuan by related authoritative people and units, Taohuayuan's total value is worth $82.08 million, among which fixed assets are worth $54.24 million, intangible assets are worth $27.84 million.
¡¡¡¡Advantages in location: Taohuayuan, located in the northwest of Hunan Province, is the gateway to the west of China, with National Highway 319 running through the area. Surroundings are such well-known scenic spots as Jiashan and Hupingshan in Shimen County, Huayanxi in Dingchen District and Yuanling in Huaihua, etc. The rich tourism resources within the areas are well-connected through Yuan River. In the meantime, Taoyuan county has convenient transportation of air, water and land. Yuanjiang River, by passing Dongting Lake, can directly reach Yueyang. The county is only 30km away from Taohuayuan Airport, 40km away from Changde Railway Station or from the Changsha-Changde Expressway.
¡¡¡¡Taohuayuan is just 20 km away from the entrance to Changde-Zhangjiajie and Changde-Jishou Expressways, which are both under construction.
¡¡¡¡Taohuayuan has become the irreplaceable post-house on the two golden tourism lines of Changsha-Zhangjiajie and Changsha-Jishou. The five golden tourism lines, promoted greatly by the provincial tourist bureau, include the lines of ¡°Changsha-Taohuayuan of Changde-Zhangjiajie-Mongdonghe¡± and ¡°Changsha-Taohuayuan of Changde-Fengfang of Xiangxi¡±.ª¥
¡¡¡¡Advantages in brand name:
¡¡¡¡In 1959, Taohuayuan was placed in the list of the provincial-level major cultural relics protection units by Hunan Provincial Government. In 1988, Taohuayuan was listed as one of the provincial-level key scenic spots by the provincial government; in 1992, it was approved to be the national forestry park. On March 24, 1995, President Jiang Zemin came to Taohuayuan and made an inspection tour of cultural landscapes of Taohuayuan and had written an inscription as a memento. In 2001, it was approved to be Grade AAAA scenic spots by the state and was awarded as ¡°National Demonstration Units of Protecting Tourism Consumers' Rights ¡±. In January of that year, it was approved to be the national-level key scenic spots by the State Council.ª¥
¡¡¡¡Potentials in development: it will take three steps to develop and utilize Taohuayuan scenic spots and historic sites. The first is the ¡°starting¡± stage, during which time infrastructure construction will beaccelerated, making it the main provincial-level scenic spots with a yearly volume of tourists reaching 300 thousand person-times. The second is the ¡°development¡± stage, during which time coordinated tourism facilities will be made complete, enlarging scenic spots size, making it become the domestic top-notch tourism product with yearly volume of tourists reaching 500 thousad person-times. The third is ¡°taking off¡± stage, during which time cultural conception of ¡°Land of Happiness¡± will be enriched, making it become superb idyllic leisure tourism zone and a tourism culture brand with some international influence and yearly volume of tourists reaching one million person-times.ª¥
¡¡¡¡Since 1992, Taoyuan county, in great support of related departments of the state, province and municipality, has carried out restoration and development work on Taohuayuan, with total investment reaching $18.64 million. In the¡° Ten-year Tourism Development Plan of Hunan Province¡± ,Taoyuan county is one of the 40 key tourism counties(cities, districts) with full support from the upper governments and Taohuayuan was designated as one of the five key characteristic tourism zones. The total area of the main body scenic spots and outside scenic spots of Taohuayuan will be up to 15755 hectares.ª¤
¡¡¡¡Construction contents:
¡¡¡¡¡¤Accelerating the development work of Lingjing Lake. Every year when it enters flooding season in summer and autumn, the 1000-hectare-large Lingjing Lake scenic spots within the main body scenic areas is a vast expanse of water. If, in the light of planning, residents can be migrated from within the area, and dikes be built to form a greater lake, not only would the principal part of the project of Lingjing Lake scenic spot be completed, but also the landscapes of the lakes and mountains would be added to Taohuayuan. Water amusement items can be developed where water is deep, therefore greatly improving the grading of tourism resources of Taohuayuan. This project, for the first phase of development, will need around $6.05 million with a total investment of $12.11 million.ª¥
¡¡¡¡Accelerating the restoration of Taoism Holy Land of Mt.Taoyuan. As Holy Land of Taoism, Mt. Taoyuan once in history attracted an ever-increasing number of worshippers and pilgrims. But, at present, only the upper palace of Taochuan Palace and Shuifu Pavilion were restored. In order to perfect the conception of Taoism, it will be necessary to accelerate the restoration construction of Taoism venues of Mt. Taoyuan. The currently needed restoration projects are the lower and middle palaces of Taochuan Palace. The restoration construction will need about $3.65million.ª¥
¡¡¡¡Accelerating the development of the scenic belt of Yuan River. There is a 69-km-long scenic belt on 1500 km-long Yuan River flowing through Taohuayuan Scenic Spots and Historic Sites. ¡°The 100-mile-long painted corridor¡± of Yuan River scenic belt, with slight development, will become a tourism scenic line with extraordinary ecological environment and profound cultural contents. The first phase of investment of the project will need $8.48million.ª¤
¡¡¡¡Economic analysis:ª¥
¡¡¡¡In recent years, with an ever-enlarging Taohuayuan tourism network, the number of inter-connected tourism agencies has reached 595 with an ever-increasing rate of tourism agencies' organizing tourist groups. The phenomenon of slack and peak periods in Taohuayuan scenic spots has been greatly improved with lack seasons being not really slack, and thus with a stable market. The tourist sources market of Taohuayuan is increasingly enlarging. In 2003, the volume of tourists having come to the scenic spots reached 560 thousand person-times, with tourist income of $5.82million. With the increasing fame of Taohuayuan, the tourist sources market of Taohuayuan will become broader. By prediction, in 2010, the yearly volume of tourists coming to Taohuayuan will reach one million person-times.

¡¡¡¡The preparatory work of overall planning and feasibility studies of the project has been finished, with the main body scenic areas and nearly-100 scenic spots having been constructed.ª¤
