¡¡¡¡The advantages:ª¥
¡¡¡¡resources status: Shimen county, where Hupingshan National ¨Clevel Nature Reserve Zone is located, is situated in the northwest of Hunan Province. The county covers an area of 3973 square km, 68.3% of which is mountainous area with 62% of forestry coverage. The county's total population is 0.684 million, 51%of whom are Tujia nationality. Shimen county is the demonstration county of national-level ecological zone construction, the national culturally advanced county and the national advanced unit of comprehensive management of social security. Shimen is the key tourism county supported by the province, and its city is the scenic city of Hunan Province.ª¥
¡¡¡¡Hupingshan is one of the world's 200 key ecological zones (in China, only 9) and the national-level nature reserve zone, and is acclaimed as "Noah's Ark' of the Eastern Hemisphere, the natural maze of "the earth's amazing circle," a complete species treasure-house of the Eurasia and an ecological pearl Advantages in transportation: Firstly, Hupingshan is the national-level nature reserve zone with sizeable advantages of location in comprehensive ecological tourism development. Shimen is only around 100km away from Zhangjiajie, Yichang, Jingzhou, Taohuayuan respectively. At present, Zhicheng-Liuzhou and Shimen-Changsha railway lines meet here. Provincial highway S304 runs through Shimen city, thus connecting National Highway 207 with Changsha-Zhangjiajie Expressway. Railways and highways crisscross here. 80% of the tourists who go to Zhangjiajie are bound to pass through Shimen. At present, it is less than two hours` drive from Shimen city to Changde city, half an hour to Cili city, two hours to Wulingyuan, four hours to Yueyanglu, four hours to the Three Gorges. Two entrance points near Shimen will be built on the Changde-Zhangjiajie Expressway; Luoyang-Zhanjiang railway line will run through Shimen; The electrification of Zhicheng-Liuzhou railway line will be extended from Hubei to Huaihua, all these combine to make it easy and convenient for people to come or get out of Shimen for traveling. The road from Shimen to Hupingshan is paved with pitch.
¡¡¡¡Advantages in coordinated service facilities: there are 1400 beds for accommodating guests at Hupingshan Administration Division, among which 800 beds are installed with toilets. In 2001, a three-star hotel-Donghan Hotel was built. Hupingshan, with complete communication facilities, thoughtful banking services and satisfactory social security, has become the first choice of the investors and tourists.ª¥
¡¡¡¡Advantages in policies: Since the 90s of the last century, both the city and county governments have made great efforts to develop the tertiary industry with tourism playing the leading role, and have stipulated preferential investment policies.ª¥
¡¡¡¡Potentials for development: Hupingshan is placed in the list of ten great mountainous scenic spots of Hunan Province by Hunan Development Planning Commission and Hunan Tourism Bureau, and it is one of the ten development and construction units of ecological tourism model zones, and one of the goal units of national Grade AAA scenic areas construction as well as one of the units of Hunan province which are qualified to apply for the World's Natural Inheritance. Hupingshan is pregnant with rather good conditions for applying for national-level geologicalpark and national-level scenic spots. Hupingshan has currently developed Jiangpin Heshen scenic spots, and has constructed 30km of highways (paved with pitch and cement) within scenic areas. The 35km-meter-long section on the upper reaches of the trunk of Die River which is located within Hupingshan has a 180-meter fall with deep and serene canyons and 80 various sizes of swift currents. Started in 1999, Hunan roof-ridge cayons` ecological drifting tour has greatly attracted travel agencies from Changsha, Wuhan etc and tourists as well and will have a rather good prospect. Zaoshi Hydro-power Station (Reservoir), which is under construction, will have 0.50square km of water surface, more than 100 islets after being finished and 52km-long flat-lake waterway will be formed with high canyons and lofty cliffs on both sides. In five years, this waterway will be the over-water passage to Hupingshan and an extension of Hupingshan scenic spots as well, thus it will also have rather good conditions for applying for national-level water scenic spots. Zhangjiadu Hydro-power Station, under construction, will form 10km-long lake landscapes with high canyons at the entrance to Hupinshan Scenic
Spots in 2004.Hupingshan will become one of the few destinations of canyon no-man's land primitive ecological tour in this country and can be constructed into the only ski run of Hunan Province; it can also be opened as the best summer resort and become the most stimulating, ecological drifting spotlight of Hunan Province; it possess good conditions for it to be built into a hot-spring holiday resort with the best curative effect and to apply for national-level tourism holiday zone; and it is also the highest brand for mountaineering adventurous tourism of the province.

¡¡¡¡The contents of comprehensive development construction of Hupingshan National-level Nature Reserve Zone are mainly divided into the infrastructure facilities and the tourism facilities, which are concretely divided into six scenic spots:ª¥Huangfugang scenic spots (landscapes of grand canyons, within the neighboring administrative areas of Nanbei, Hupingshan Townships, Dongshanfeng Administration Bureau, Luoping and Suojie Townships)ª¥Jiangpinghe scenic spots (within the administrative areas of Hupingshan and Nanbei Townships)ª¥

¡¡¡¡Economic analysis:ª¥
¡¡¡¡1. The state and province has brought Shimen into the tourism development ranges of Zhangjiajie tourism areas, Dongting Lake Tourism Areas and even the Great Three Gorges Tourism Areas, so the county will obtain similar support to Zhangiajie, Xiangxi and Exi, etc.ª¥
¡¡¡¡2. The tourism development, especially the tourism transportation of Shimen will be included into tourism development scopes or projects of tourism development of the national Western Development. Hupingshan is the sole and nearest passage connecting the Three Gorges of Yangtze River and Zhangjiajie.ª¥With China's entry into WTO and integration of the global economy, China's tourism will meet a broader development space and greater opportunity.

¡¡¡¡All the tourism projects can be started without strict and complex approval procedures their operational fees during the period of construction will be exempted. For those key tourism projects with larger investment and great chain effect, more preferential policies than other industrial projects will be granted by way of "one project one solution".
