¡¡¡¡Advantages in resources. Liuyehu Tourism Holiday Zone is one of the first batch Grade AAA scenic spots approved by the state; it is the biggest hill-water ecological type of tourism holiday zone where lakes, hills and city are integrated as a whole with the lakes being the main body within Hunan province. It is also, under the direct leadership of Changde City Government, the provincial-level tourism development zone with municipal-level comprehensive economic management functions. It is regarded as a special economic zone£¬ where open-style operation and closed management is carried out. Its total planned land area has been adjusted to the size of 13520 hectares from its original 4496 hectares. There are 2180 hectares of water coverage, among which 1693 hectares of land have been developed. Its water body is, at present, one of the biggest city lakes and is 3 times larger than the West Lake of Hangzhou.  Liuyehu Tourism Holiday Zone is abundant in resources. On the whole, it takes on the following main characteristics: core-style composition of its water body; hilly resources supplementing and complementing each other; ecological resources being the spotlight,; cultural resources being what clinch the point; and idyllic scenery being the basic tone.

¡¡¡¡Core-style composition of its water body: Due to its broad lake surface with the water and the sky blending into one color, Liuyehu is capable of providing venues for large-scale water sports games to be held and various kinds of water entertainment activities. It has successively hosted all kinds of water sports games, for instance, the Eighth Asian Canoeing Tournament, Sino-US Water Star Competition, Boat-rowing Games, etc. It is called ¡°a water paradise embraced by the city.¡± The water body landscapes of Liuyehu have extremely rich alternations in forms of lakes, pond, pool, port, and beach. It has formed various-sized, numerous characteristic water body landscapes where water networks are densely distributed, branch streams are crisscrossed with fishing ports inserted into them. The diversity of water body landscapes and ecological diversity based on this are the greatest characteristics of natural landscapes of Liuyehu. Liuyehu has very clean, clear and transparent water quality with transparency reaching 200cm.Its water quality principally maintains the standard of between Catalogue 1 and Catalogue 2, with the cleanliness being the best among the China's cities and neighboring lakes.ª¥

¡¡¡¡Hilly resources supplementing and complementing each other: In the north of the holiday zone lie low mountains and hilly areas:  Mt. Taiyang (Sun), Mt. Huashan (Flower), Mt. Xianren (immortal), Mt. Baihe(white crane) and the series of hillocks near Xianren Cave have formed an air of embracing; from flat lakes to hills to hillocks, it has constituted a kind of three-dimentional landscape with hills and water encircling each other, lakes and mountains reflecting and complementing each other.ª¥

¡¡¡¡Ecological resources being the spotlights: Ecological tourism is a trend of the current world`s tourism development. The ecological resources of Liuyehu have unique characteristics, especially its location on the edge of the city, which is a rare thing. It has a relatively complete lake-marsh-typed wetland ecological system. It also has rich biological resources, for instance, egrets and white cranes have long perched here. It has a naturally preserved hilly land vegetation system; it also has various kinds of wild flowers and plants like azalea, lycoris, wild lily, cymbiddium, etc. Finally, it also has slices of ancient trees which are located within the Mt. Sun region.ª¥

¡¡¡¡Cultural resources being what clinch the point: Changde is an ancient city with a history of over 2200 years, where historic remains are rich and local culture is distinct .Changde Poem Wall is a clear example of this characteristic. In accordance with the textual research, Liuyehu was one of the regions which entered the New Stone Ages at the earliest times, large quantities of ancient cultural sites and their unearthed relics are the most telling witnesses of the brilliant culture of the ancient times, thus cultural landscape development will have a broad prospect.ª¥

¡¡¡¡Idyllic scenery being the basic tone: Surrounding Liuyehu, Zhantian Lakes are water networks and field areas. Against this grand  mountain-water setting, the idyllic landscapes integrate mountainous scenery, water scenery, water fields, fish ponds, fruit courtyards, etc ,thus it`s becoming the city`s new fields and gardens, and making the people who have long lived in the city feel the pleasure of fields and gardens, hills and waters.With its natural landscapes of lakes and hills and broad water surface, with its rich culture and space structure of integrated hills, waters and city and with its good ecological environment and constructional conditions, Liuyehu has been well developed to possess comprehensive development conditions for building it into high-standard tourism holiday zone.

¡¡¡¡Advantageous location. Changde city, where Liuyehu is located, since ancient times, has been called ¡° the gateway of western Hunan Province and key passage to Sichuan and Guizhou Provinces ¡±, and has an airport for large-size planes taking off and landing; Shimen-Changsha railway, Zhicheng-Liuzhou railway and Luoyang-Zhanjiang (under construction) railway lines run through the area; National Highways 207 and 319, Provincial Highway S306, Expressways from Changsha to Changde and from Zhangjiajie to Changde are all very convenient. There is also a waterway on the Yuan River for sailing directly to Dongting Lake, Changjiang River and Wuhan city. Especially, Changde City is in the vicinity of Changsha, Shaoshan, Nanyue, Yueyang, Zhangjiajie, ancient Fenghuang towns, all within the distance of 200km. Changde city is situated in the middle of all these famous scenic spots, thus is the most ideal tourism distributing center with the best infrastructure and development prospects. By the expressways from Changsha to Changde and from Zhangjiajie to Changde, it will only take one hour and a half respectively by bus, providing rather advantageous conditions for Changsha to reduce the volume of  yearly 20 million passengers and for Zhangjiajie, yearly 6million passengers ,thus providing Liuyehu with stable passenger sources, possessing Liuyehu Holiday  Zone with an ever-booming passers-by source, being called ¡°the backyard garden  of Changsha, sister flowers of Zhangjiajie¡±.ª¤

¡¡¡¡Preferential policies:

¡¡¡¡Changde Municipal government has defined Liuyehu as ¡°three rivers and three¡¡mountains¡± tourism scenic spots and has given Liuyehu priority for development. The Municipal government will take Liuyehu as the knock-out product in competition for ¡° Nation`s Best Tourism City¡± and will build it in this direction, giving investors who are going to come to Liuyehu from home and abroad more preferential policies in respects to land, capital, revenues, planning, security etc.ª¤

¡¡¡¡Construction contents:ª¥

¡¡¡¡The development and construction of Mt. Sun Forestry Park: there are altogether six items of scenic spots construction: central scenic spots of Mt. Sun,  Bailusi Holiday Entertainment Zone, Mt. Hua Sightseeing Spots, Dongquanguan Farmhouse Pleasure Receiving Service Zone, Luowante Development Zone and Wuguiyan Forestry Ecological Sightseeing Zone.

¡¡¡¡Five-star Hotel: the main building, caf¨¦ (dining hall),conference center, shopping center, entertainment center, beer bar, tea bar, books bar and coffee house etc.ª¥

¡¡¡¡International Conferences and Exhibition Center: to build it into the tourism receiving and service center of the city or the province or even the country, with landmark constructional work, which will become one of the key cultural landscapes of the zone.ª¥

¡¡¡¡Children's Entertainment Palace: there are following items to be built: Novelty World, Scientific Fair, Space Tour, Innovation Science and Technology, etc Music-film-TV Town: An entertainment center where film-TV skimming, music appreciations and amusement activities can be integrated. Foreign Club: To build a large-scale, high-standard guildhall where such activities as tennis, billiards, golf, etc. can be held and where eating, accommodation, pleasure and shopping activities can be integrated, and where the distinguished guests from at home and abroad can be received. Large-scale Amusement Park: To build a large-scale amusement park, where hundreds of rich and colorful amusement items suitable for young and old are designed.

¡¡¡¡It will be functionally divided into three centers, namely ¡°Children`s Amusement Center ¡±, where facilities suitable for children are to be installed; ¡°Leisure-style Sports Center ¡±,where sports items suitable for youngsters and middle-aged people are to be designed; ¡°Cultural Entertainment Center¡±, where the items are to be designed to the satisfaction of old-and-middle aged people and youngsters as well.ª¥

¡¡¡¡Over-water Entertainment Center: To build a large-scale water-fun park, where there are such items as motor boat, large yachts, sailing boats, over-water roller coasters, water curtain films and open-air swimming pool, etc. and where national or international large-scale over-water games can be hosted.

¡¡¡¡Analysis on market prospects and economic returns:ª¥

¡¡¡¡For many years, the total economic volume in Changde has been always ranking second or third in Hunan Province, and the income of its tertiary industry makes up 32% of its total GDP. The average per capita income in the city is close to $1000. In 2003, the number of tourists the city received reached 4.27 million person-times with tourism income being $270million. Among these tourists, 350 thousand people visited and consumed in Liuyehu with tourism income being $1.10million, thus Liuyehu has a market foundation for tourism. In accordance with the tourism development planning and goal set by Hunan Provincial and Changde City Governments, the period from 2004 to 2008 will be the time for the number of tourists to increase rapidly. In the meantime, considering the factors like the holiday zone`s own projects` development periods(2004-2008 is the period of time for construction), according to the increase rate of 20% a year of the city`s total tourist number, in 2008,the number of tourists who are  likely  to come to Liuyehu will reach 0,87million.With the increasing improvement of people`s living standards, in the light of average $13 for per person, tourism income will reach $11.31 million. It is estimated that the investment for this project will be recovered within 18 years with significant economic returns.

¡¡¡¡Preparatory (Preliminary) work of early stages:ª¥

¡¡¡¡In 1997, experts from Tongji University of Shanghai made an overall planning of Liuyehu. In light of the planning, $48.40 million should be invested in constructing a complete set of infrastructure facilities, improving the surrounding environment. A 4.5 km long, 24meters wide round-the-lake tourism passageway has been  built. Trunk networks of water, electricity supplies and telecommunication have been formed. The total number of the trees planted has reached 35thousand with 200 thousand square meters of lawn having being grown; comprehensive coordinated facilities like multi-functional protocol square, comprehensive yachts port, etc; there are more than 200 motor boats in operation. The rich over-water items attract more and more tourists to come to Liuyehu for sightseeing and pleasure. There are currently more than 20 hotels, restaurants, and with a five-star hotel under construction, the basic service system is complete. The name of Liuyehu is now well-known at home and abroad, being a hot spot for investment.ª¥This year, China Institute of City Planning and Design has revised the overall planning of Liuyehu, in light of the analysis on the basic conditions of resources and market of Liuyehu and its regional economic development, Liuyehu will pointedly develop the above-mentioned comprehensive projects. By means of planning and design, stipulation and carrying out of the industry development policies, we will attach great importance to the work of planning and regulating all kinds of services, providing a better investment environment for foreign investors.ª¤
