¡¡¡¡According to the present resource of flax and ramie in Changde city, we intend to build a ramie de-gumming factory and two flax and ramie deep-processing production lines in Taoyuan County, Changde city and set up a flax production base in Anxiang County. ª¥

¡¡¡¡Taoyuan county is located in the northwest of Hunan province where the natural condition of soil, climate and sunshine is very good for the production of best quality ramie. The fiber count of the same kind of ramie planted here is 100-200,more than that in the other area. The whole county covers a ramie area of over 200 thousand mu where Xiang ramie No. 2 and No.3 of high yield and best quality account for over 98.£¥. It has realized the regional plantation with an annual output volume of over 200 thousand tons. So the production material is very rich.Anxiang County is located in Dongting lake area with mild climate, sufficient sunshine and rain, thick soil and fertile land suitable for growing flax. The planting flax is greatly encouraged on a large scale in winter in the idle fields with a great success. Flax of 100 thousand mu is planted annually in the whole county.ª¤
¡¡¡¡Construction Advantages:ª¥
¡¡¡¡Rich resources: Changde has rich resources of flax and ramie with good quality and variety. ª¥
¡¡¡¡Changde has been given the honorable titles of National Hygiene City, National Gardening City, China Excellent Tourism City, National Civilization City and National Excellent Transportation Control City by the state.ª¥Changde is in subtropical monsoon area with distinctive seasons, warm climate, plenty of sunshine and rainfall. The annual average temp is 16.5¡æ,the annual average rainfall is 1310 mm, the annual sunshine time is 1530-1870 hours and the frost-free period is about 270 days with the average relative humidity being 81%.
¡¡¡¡Changde city has become the largest energy base in Hunan province. The average price of power for industrial use is 0.47 yuan per KWH, 0.41 yuan per KWH for keyindustry, 0.17 yuan per KWH in low peak time. Establishment of power plant is encouraged.ª¥
¡¡¡¡Transportation: Changde city has been listed one of 60 pivotal cities, and is the only inland city that simultaneously has railway, expressway, airport and waterway.ª¥

¡¡¡¡Deep-processing production line: Set up two flax and ramie dyeing production lines and annually produce the spinning cup yarn of 7 thousand tons and flax cloth of 8 million meters. ª¤

¡¡¡¡Ramie is an advanced kind of textile material with the features of straightness,gracefulness, forthrightness, smoothness and mould-proof. The clothing product made of it is noble and fashionable, 80£¥ of its end products are exported. It has quite wide market prospects and development space. ª¥
¡¡¡¡Flax product is widely used in clothing, decoration, housing construction, tourism and vehicle industry and has a big market space at home and abroad. The development of flax plantation and processing industry is of wide prospects.ª¥
¡¡¡¡Flax fiber, one of the natural fibers used by the mankind at the earliest time, is the only bundle plant fiber among natural fibers and accounts for 1.5£¥ of the natural fibers. Its natural spindle shape structure and unique pectine oblique edge hole are of good features of dehumidification, air-permeability, erosion-proof and low static electricity. It is rated as "fiber queen ". When people wear the flax clothes at the constant temperature, they feel that their body temper ature would decrease 4-5¡æ. So the flax textile product is also reputed as "natural air-conditioner". The thrashed flax is the fallen flax, namely, machined short flax after combing down. The flax mixed spinning yarn processed by means of short flax fine combing process is called the short flax fine-combing mixed spinning yarn that is mostly used in making medium thick textile and clothing decoration cloth that are deeply preferred by the people and have great development potentials. It is commonly estimated by the experts that the annual demand of our flax fiber will reach about 100 thousand tons by the influence of stable rise of the people's living standard and the increased market demand abroad, but the material shortage at present is over 50£¥. ª¥
¡¡¡¡The spinning cup yarn product has good covering feature. The yarn will have little breakage that would rarely stop running the machine at the next processes such as turning-on, slashing, machine-weaving or grouped weaving. So, its production efficiency is high and more outstanding than the ring spindle in many fields. By the end of 2000, the USA had 949 thousand sets of spinning cup weaving machines. Its spinning cup yarn output accounts for 35% of the total yarn market. By the end of 2001, our spinning cup yarn exceeded 850 thousand heads that account for 2.43% of the ring spindle yarn and 4.78% in the world. After 2000, the spinning cup yarn output in the world accounts for 28% to about 50% of the market proportion, and the USA, 35%to 55%-60%.
