¡¡¡¡Production of fuel alcohol by utilizing the rich resources of early non-glutinous rice in Changde City with the annual capacity of 300 thousand tons.The total investment is 123.68 million USD,including the construction investment of 109.40 million USD.ª¥

¡¡¡¡Early non-glutinous rice resource:ª¥
¡¡¡¡Hunan province is a large province of agriculture and agriculture has been the mainstay industry in Hunan province.The total output of grain is 23 billion kg and only the ageing grain is 5.3 billion kg.ª¥
¡¡¡¡Changde is one of the improtant commercial grain bases and its cultivated land is 430 thousand hectares including the paddy field area of 312 thousand hectares.Its output of grain rank first in Hunan province.ª¥
¡¡¡¡In the past 10 years,the permanent planting area of early non-glutinous paddy rice has been over 200 thousand hectares with the maximum annual output being 1.44 million tons.ª¥
¡¡¡¡Besides the rice resource in Changde,there are rich early nonglutinous rice in Yueyang and Yiyang region around Changde City.And the demand for 1.10 million tons of early non-glutinous rice for the fuel alcohol project can be met.ª¥
¡¡¡¡There are many hilly area in Changde city,suitable for planting maize and potato.The process and machines for manufacturing fuel alcohol with rice,corn and potato are interchangeable (only the difference in pre-treatment),so corn and potato can be the substitute for rice when rice is insufficient.ª¥
¡¡¡¡Mature technology.There is a specialized manufacturer of edible alcohol and it has mature experience of manufacturing alcohol with rice as raw material.Meanwhile,the technical cooperation with Tsinghua University is under process to trial manufacture fuel alcohol and its by-products with early non-glutinous rice,rice husk and rice bran.ª¤

¡¡¡¡Energy problem is an outstanding one of the world development and the reserves of the disposable energy mostly consumed by people(such as petroleum,coal,gas etc) are limited and they are drying up.ª¥
¡¡¡¡The major energy and chemical raw material in the 20th century are petroleum.As its mining volume is less and the oil crisis happens,the problem of energy has endangered the world economic growth.ª¥
¡¡¡¡The development of fuel alcohol is beneficial to the reclaimed resources and will play an important role in restructuring the energy,saving petroleum and reducing the import of oil.ª¥
¡¡¡¡It is beneficial to the environmental protection and the development of related industries.The applicationt of fuel alcohol will reduce the discharge of harmful tail gas of vehicles generally and improve the environment.ª¤

¡¡¡¡The project conforms to the policy of the State on agricultural development,agricultural products processing,increasing farmers' income and protecting the interests of farmers.ª¥

¡¡¡¡Changde has been given the honorable titles of National Hygiene City,National Gardening City,China Excellent Tourism City,the National Civilization City and National Excellent Transportation Control City by the state.Changde is in subtropical monsoon area with distinctive seasons,warm climate,plenty of sunshine and rainfall.The annual average temp is 16.5¡æ,the annual average rainfall is 1310mm,the annual sunshine time is 1530-1870 hours and the frost-free period is about 270 days with the average relative humidity being 81£¥.ª¥
¡¡¡¡Changde city has become the largest energy base in Hunan province.The average price of power for industrial use is 0.47 yuan per KWH,0.41 yuan per KWH for key industry,0.17 yuan per KWH in low peak time.Establishment of power plant is encouraged.
¡¡¡¡Transportation:Changde city has been listed one of 60 pivotal cityes,and is the only inland city that simultaneously has railway,expressway,airport and waterway.6 expressways will meet in Changde.Changde-Changsha Expressway has been open to traffic,Changde-Zhangjiajie Expressway and Changde-Jishou Expressway are under construction.Changde-Jingzhou,Changde-Yueyang,Changde-Shaoyang Expressway will be started soon.ª¥
¡¡¡¡Changde Airprot can land or take off large passenger planes Boeing 737 and 757,and the flights to Beijing,Shanghai,Guangzhou,Shenzhen and Haikou have been open.3000-tonnage ship can sail on Yuanjiang River and Lishui River yearly,where there are 36 docks including two 500-tonnage docks and one 1000-tonnage container dock in Changde Port with the annual handling capacity of over 10 million tons.It is accessible to Changsha southward,Yueyang northward,to Chongqing upward and Shanghai downward through Dongting Lake into Changjiang River on waterway with the navigation mileage being 1758km.ª¥
